Let's see if I can explain this without confusing everyone.
This happened several versions ago - I suspect a little damage to the Category table (but I made a new "fake DB" and checked it against the old one and didn't see an easy fix) - to the problem:
When I add a new Category the DB keeps assigning "0" to the sectionID table for new Categories - so I have to go in there and manually change.
Is there an easy fix to this so I don't have to manually assign SectionID?
Settings set for SectionID -type / int(11) -null / No -action / Primary Key, Unique

Thanks for the link.
My Auto_increment was not turned on. Working fine now
Thanks for the quick response and link
Side note - I do NOT think my issue was related to the 6.2.1 update. I had this problem a few versions ago and decided to address it now while i was updating.
