Not knowing other templates... as far as I know, those are just DIV sections for you to put custom content into. There is no feature to activate. If you want products there you have to put them there.
I have been working on displaying dynamic content on the index page instead but I only have a few test products right now.
What I did was set up cross selling and added <?php include "vsadmin/inc/inccrosssell.php" ?> to the index page editable area. You can use the product recommended feature to display and easily change what shows up there.
