I'm wanting to have a sale where people get a discount of 15% on purchase totals up to $199 and 44% off purchase totals of $200 and up. I need to make two discounts for this. Do minimum and maximum purchase amounts reflect money spent? In other words, for my $200 and up discount I would put "200" in the minimum box and someone taking advantage of it would get the total of $112. They don't have to SPEND $200, correct?

If I understand correctly you would need to set up two separate discounts, one for each rule.

Yes, I understand that I'll need to set up two discounts. What I really want to make sure of is this: I want people to who place an order of $200 and up to get 44% (plus member discount which gets it very close to 50%) off. I don't want them to have to SPEND $200 after discount. I want them to have to spend at least $100 during the sale. So, should I be setting the discount number to 100 or 200?

From what I understand you would set the minimum purchase amount to 200 and then the discount is taken once they have that total of goods in the cart.

This isn't working for me. I'm not sure what's going on. Here's what I've done: as a test, I set it to 100. I placed one item that is priced at $160 in the cart and the discount appears as expected. Then, I changed the minimum purchase amount to $200. I placed the same item in the cart and no discount appears, as expected. However, I placed a 2nd $160 item in the cart and no discount appears. I've got it set to assign to individual products/categories but it seems like it's working only on individual products even though I've assigned the discount to the entire category the items are in.

Was the second item you added from the same category and not from one using the additional sections feature?

Both items were from the same category and both showed that that discount was applicable.

I'm doing some experimenting here and with a normal member discount, a $160 item is $144. I've set the discount amount to $143 and added the item and it gets discounted as does any additional qualifying items. If I change it to $145 and add the item (which is $1 under), there is no discount applied as expected however, when I add a 2nd eligible item to the cart, the discount doesn't kick in. It appears that the discount only kicks in based on the fact that one single item is over the amount entered into the Minimum Purchase amount box.

Have you tried changing the scope to see if a different scope would work better?

None of the other scope options will work for me. I need to be able to assign it to specific categories but I don't want people to have to choose everything from one category in order to get the discount. I want them to be able to choose items from different categories in order to make up the total.

If you change the scope to storewide total and add the discounts to the Cats you want that should solve the issue.

No, that makes everything in the store discounted. I need to be able to assign to individual categories. There are certain categories that I do not want discounted.

Another thing I've just discovered: I tried the above-mentioned 15% discount on orders up to $199. It kept discounting everything even past $199.
It was set up like this:

I'm getting close to needing to send out an email basically canceling a MUCH needed sale here. I'm getting emails from people wondering what time it's starting. Am I just doing this wrong or is something not working, and, if it's not working can it be fixed?

After more experimenting it appears that it is only discounting single items over $200 and not items that add up to that total. Is there a fix?

A few years back, I had a tip regarding "mix and match" discount on a category. If I recall it had to be done as a percentage. But that's been a few years.
I am not sure the post is still around. I will see if I can find it.

I'm not sure what you mean by Mix and Match unless you mean that members who already have a 10% discount would be getting this proposed one as well. If that's the case, I do it all the time and it works fine. The difference here is that I'm trying a discount that kicks in at a dollar amount as opposed to a straight secondary discount assigned to a category. Thanks for looking into it at any rate!
