Is there a setting to add a second checkout button at the top of cart.php?

I seem to remember there was a setting but I cannot see anything in the help files. Maybe I'm thinking of the setting to remove it from the product page.

I see a lot of stores now where they have one at the top and bottom of the first checkout page which saves the customer scrolling down when they have a lot of items in their cart.

Also we currently use PayPal standard as one of our payment options but is it possible to also use PayPal Express on the same store?

There's no feature for a second checkout button on the cart page - that is on the detail / product page.

Thought so but worth checking.

Did you see my question about PayPal?

PayPal Express is not something we have ever used and I thought it would make checkout quicker on mobile but need to keep standard as an option.
