I want to exempt domestic shipping but have charges for international shipping.

How is this possible since clicking the Shipping Exempt line in the product setup page also makes international shipping exempt?

What shipping services are you using?
With the carriers, (fedex, ups, postal) you indicate which service can have free shipping and exclude international there.

I'm specifying this only on individual products. It does not apply to every item.

That would apply to all services. The intent is to ship these via USPS for domestic shipments for free.

Ideally, I'd like USPS to be free and if they desire UPS then it would charge them.

I don't see how you can do that on individual products as there's no way then to indicate the difference between domestic and international destinations.

A possible solution for this problem.

1 - Mark the item(s) shipping exempt in the product.
2 - Create a required product option which I called Shipping Destination.
3 - Offer 2 options:
  • US Delivery with no charge

  • International Delivery with an appropriate charge (Will be a flat rate, so calculate shipping appropriately)
    You could actually do multiple destinations with different pricing

4 - Add this option to the product(s) you want shipping exempt to a specific area.

Though not necessarily a perfect solution due to the fixed pricing, hope this work around helps.
