Some of the pages on my site are showing strange characters #65533; in sub menus when should be showing a greater than sign.

Example is on this page: http://www.irishplantsdirect.ie/cookie.asp
You can see the strange characters if you expand the "Plants" Menu option

The line in the code shows as:
<li class="ectsub ectsub1" id="ect0_10" style="display: block;"><a href="/products.asp?cat=Shrubs">#65533; SHRUBS</a></li>

However the same menu appears correctly on the main site page:
http://www.irishplantsdirect.ie/

I assume both pages are using the same underlying vsadmin/inc/incmenu.asp
I can't figure out why it works on one page but not the other.

This issue is most often a matter of different character sets in your admin versus the front end of your website.
Try this, right click one of the pages and select "view source" to see what character set is being used. Do this for the front end website and the back end admin page.

Report back what you find.

I know this is an old topic - I found it when searching - but if it helps anyone, I had this issue and solved it by adding the below to my includes.php

$adminencoding="UTF_8";
