I've updated a site to v6.9.6 and seen that the search results page includes the search filter options even though I have
$nosearchbyfilters=TRUE; in my includes.php file.
Has this been changed? Should I be using another variable?

Yes, it is. I downloaded the file to confirm that.

I cannot find any duplicates or typos.
I have added this to my search.php page
<?php if ($nosearchbyfilters) echo 'success'; ?>
I get 'success' displayed on the page.
If I comment out $nosearchbyfilters=TRUE in my includes.php file, I don't get 'success' on the page.

Have done that but there's no change.

Have refreshed, viewed with different browser, and via private window, and through a VPN. Still see the filters.
This has me stumped!

Yes I am. I don't understand why you are seeing different or why this would be cached, if it is.

Can you ask your host if there's any server side caching that might cause it, I'd also ask someone who hasn't visited the site before to take a look and hopefully they'll see what I see. Andy Please feel free to review / rate our software

My coworking mate here sees the filters (he's using Brave browser). The problem was first reported to me be the client where the problem was on his live site (I've now used CSS on the live site to hide the filters).
The hosting is Memset VPS. I don't know of any caching but would need to contact them to confirm.

Yes, that's what I see. The Max Price, Search Type, and Category filters are there but $nosearchbyfilters=TRUE; in my includes file
I'm using
if ($nosearchbyfilters) echo 'success';
to echo that on the page.

That is correct then, that parameter removes the filters set in the attributes admin page, it doesn't remove the Max Price, Search type or Categories. Those would have to be hidden via the css file. Andy Please feel free to review / rate our software
