I have a free shipping selected for Canada. All other countries, fsa is not checked.
The shipping discount was created to select by countries, and only Canada is selected, yet everyone is getting free shipping. This is getting VERY expensive.

Hello, thinking about this, I am curious if, before you setup the free shipping, you were getting shipping rates. Was that working just fine?
What shipping method are you using? Weight based, priced based, or carrier selection?
Be sure to go into your admin, and check the countries to be sure FSA is not selected for other countries.
