Is it possible to share a mysql database between websites and checkout in the website the customer is on

Sure thing and it is done quite often. The key to this is the Store URL as that is set in the database, so there are a couple of parameters...
$orstoreurl='http://www.yourstoreurl.com';
$orstoreurlssl='https://www.yourstoreurl.com';
You need to add this to your second website with that sites URL.
