Can we get a few mods to minimum buys?

1 - Due to new UK VAT changes - we would like the ability to create minimum buys based on country (e.g. min of £135 or about $190 for just UK).

2 - Due to same reason. This is for an existing issue that I have ignored previously. Minimum buy requirement has always used the pre-discounted total for determining if the minimum buy amount has been met or not. Can we get this changed to using the discounted total (after discounts applied) to determining the minimum buy?
For example - website setup with $10 min buy. If customer buys ten items at $1 each - the pre-discounted value = $10 and the min buy has been reached. Yet if there was a 10% discount for buying ten or more than the discounted value = $9. The website still approves the purchase since the pre-discounted value was $10 yet the final value = $9. This can create mean and nasty issues for the seller if there was a £135 min buy for UK and the items they bought were then discounted.
