For the UK when the county is set to Not Required in the load states setting it works correctly for the Billing address however it is still being enforced as required for the ship address even when it shows as not required, not red *, which is very confusing to customers not knowing what is required or not.

I see what you mean and I've fixed this now and uploaded the fix in the updater in the vsadmin/inccart.php file.
