For now we are using price paced shipping for both domestic as foreign shipments. We want to start using weight based shipping for our foreign clients. When we change the setting to weight based setting in de main admin section and open a postal zone this still is based on prices and not on weight.

How do we set this properly?

Really, the numbers in the postal zone don't change but the interpretation does. That is, if you have Price Based Shipping set and the max price is 5 and the cost is 1.20 then that will mean a package costing up to 5 Euros will ship for 1.20 Euros. If you now change to weight based shipping then it will just mean that a package up to 5 kilos will ship for 1.20 euros.
