I am using shopping cart
When I do a test order and checkout with paypal
It asks me to pay before choosing the shipping
This seems strange ,shouldnt I first choose shipping before I pay?
Is there a way to fix this?

There are a few different PayPal integrations and it sounds like you are using PayPal Express. If you use for instance PayPal Standard then you go through checkout as you would expect. You enter the shipping address, get the cart totals then go to PayPal to pay. However with Express what happens is that the customer first logs in to their PayPal account. They then get sent back to the cart using the address from their PayPal account so they don't have to fill out the cart checkout form. Then the customer gets the totals and then hits the button to complete the transaction. So before choosing shipping the customer hasn't paid, they've just logged in to their account. It's a very popular method of payment and well worth keeping, but I would also make sure you have something like PayPal Standard set up.
