The new USPS API has been implemented. This is important for the future however it has to be noted that the new system doesn't allow for multiple packages to be rated so if your site depends on Product Packing to pack products separately then it would be best to continue with the old API which will continue to work just fine.

Does this mean the cart should not be updated to v.7.8.7?

It's ok if you update as the ECT Cart supports the new and old API's. Just don't register for the new API credentials as the cart will automatically detect the new ones and use the new API only if they are set.
