We have a client with a bank who wants to send gift boxes to all of their employees, but they are not legally permitted to send out a list of bank employee addresses.

Is there anyway to do this?

We were thinking of using Gift Certificates, but can they be restricted to a single gift category? Then the recipients can make the purchase and arrange for shipping or pickup?

Well, if the employees come and give you their address, then you still have a list of their employees... LOL
Personally, I would suggest shipping the order to the bank and letting them distribute them to their employees.
