I have dozens of products with as many as 10 or more images in each that I need to change. Is there a way to limit the image CSV download by category?

If you go to the product admin page and choose the category you are interested in, then click "List Products" for that category. Then when you choose "Product Images" for the images CSV file it will ask if you want to restrict it to that category or not.

After downloading the restricted fille and removed some images from the csv file and uploaded, it did not seem to remove them from the product images.

Don't remove them if you want to delete them, set the image source to nothing / an empty string.
