Is there a way to provide a percentage discount for an additional purchase when we send out Review email requests. Looking to give people a discount for providing a review. The reviews will only be posted on my website and will comply with applicable FTC guidelines.

If I include a static discount, I'm afraid it will get abused as it will be the same on every email and can be used over and over.
