This is likely a situation where you have a custom 404 error page and the links there, including the css are not linked because the bad URL is several subdirectories deep.

this page has the same problem - https://www.lazermodels.com/index.php/category/something/

Your custom 404 page can be fixed and it needs a directive that throws a response of 404 so search engines know this is a bad page and do not index it.

looked in the htaccess file and no 404. can this be due to a bad ssl as I am having issues on that also?

Perhaps it's something the host has setup, or a server setting that is trying to show a custom 404 page. Have you asked your host?

https://www.lazermodels.com/index.php/badurl trys to show a page, so there is some kind of redirect for not found going on, or it's an issue with the rewrite you have

Let me ask this if I create a 404 set it up in the htaccess file would that fix the issue?

I think that would probably fix it. There are some handy .htaccess tools here that may help https://www.htaccessredirect.net/

Possibly Dumb Question but can a 404 page be created by our template so it all looks the same?

Ok I am lost I added the
# ======================================================
# 404 INFO
# ======================================================
ErrorDocument 404 /404.html

to .htaccess..

tested it https://www.lazermodels.com/badinfo/test worked great small 404 in upper left corner test page.

However if I test https://www.lazermodels.com/index.php/category/uncategorized/ the original or anything with index.php in it the 404 does not work.

Correct... that is the test page. Now try these 2 links..

I'm not sure why that is happening - can you check with your host as it is more of a hosting set up thing rather than a store setting and hopefully they can see where things are going wrong?

No luck from them on this issue they claim the coding is causing this

That's not very helpful of them and really not sure what they mean by coding causing it to be honest.

Maybe the best thing is to find out why Google is picking up on a badly formed URL - I'd try the free version of screaming frog which will check for bad links on your site
