When adding to the section <!-- #BeginEditable "head" --> in the main.dwt file am I correct in thinking that should apply any change to all associated pages? When adding to the editable head section and saving changes DWCS6 runs the update and states no files were changed. The changes to main.dwt do show.

So I have checked that the main.dwt & DWCS6 are working as expected by changing / editing various menu items, text and footer related stuff and all pages (28) do update and show those changes.

What am I missing?

I haven't used Dreamweaver in years, but that's exactly how it's supposed to work with .dwt Dreamweaver templates. Basically the editable regions contain the page specific stuff like page titles, include lines and anything else that you don't want reflected across all pages. Changing text in that area won't change the corresponding area in the dependent pages, because really you don't want it to. The only time you would see changes take effect from there is if you created a new page from the template.
