I have a situation where the order confirmation is not being received by the customer or store admin. However, when the emails are resent from admin they are sent and received. Is there any way the automatic sending of these emails/order confirmations could be turned off?

Yes, you can turn them off.
Check ADMIN>Main Settings>Email Settings and be sure the "New Order" box is ticked.
