This was previously posted in the PHP forum instead of here ... sorry about that.

We're looking for help with creating a flat rate shipping option in Discounts in addition to offering FREE Shipping.

We have a client that currently does most shipping through USPS and Fed Ex rates online rate tables, and is offering FREE shipping via the "Free Standard Shipping" option on the "Coupon / Discount Effect" menu on the Discounts screen, which is then applied to the states marked for "Free Shipping Applies/FSA" on the States screen under Shipping Admin.

What they would prefer to do is offer a "discount" in the form of a flat rate shipping charge to select states instead of free shipping, which we could do using Discount Screen IF:
- the "Coupon / Discount Effect" menu offered a "Flat Rate Shipping" selection, or at least enable the "Discount Amount" field to accept a negative amount to represent the flat rate shipping fee being offered, AND
- the FSA field in States could be used to designate which states offer the promotional shipping, OR add a Flat Rate Shipping/FRS checkbox to the States Screen and records like with the FSA

The FREE Shipping Promotion through Discounts has been very effective for our client, but is expensive which is why he'd prefer to offer a Promotional Flat Rate Shipping fee to select states instead of Free Shipping.
