I got version 7.6.3 updated for my site and CSS Service recently, it combined the shipping & handling costs.
I need them itemized on carts/checkout.

I went to my includes and did not find $combineshippinghandling=TRUE;
PHP parameters Shipping and handling can be combined with the switch . . .

I am a little rusty, any idea where I can fix this?

I just tried here and it seems fine to tell the truth and I haven't heard any other issues with this. Are you sure there is actually a handling charge being applied? If you remove the handling you have set, does it change the shipping for instance?

Does seem to be adding the 3% but verbiage changes & Shipping charge and Handling charge is not itemized with either setting.

Shipping Estimate - Expedited shipping available in Cart

Turned back on:
Verbiage: Shipping and Handling Estimate

How do I set it up for itemized S&H charges showing in cart?

Remove the spaces in the i m g

There is a shortcut button there (above the "color" drop down) too

I got your image and I see what you mean now. But this is just the first cart checkout page and on that page the shipping and handling is always shown combined. The values should be split on the last shopping cart totals page. Sorry for the confusion there.
