If I have a full working asp ecommercetemplates website, how hard would it be to convert it to a php site.

Would I just buy the php version, then change the scripts on my pages from the asp ones to the php ones?

Does is basically work the exact same, just uses php scripts instead of asp.

Seems Windows servers are a lot more expensive, and I can not get me currently host Hostek to get tls 1.2 working correctly so PayPal can not long connect to my asp site.

I am thinking if I re-write in pho I can same $ and go to Hostpapa for $2.95 a month and hopefully on php on a new hosting company all works again

The database for the ASP and PHP version is essentially the same so you need to get your Access / SQL Server database converted if necessary. If you are already using a mySQL database with the ASP version that's a good start.

Then yes, you need to have a PHP version of the cart and to change the ASP page extensions to PHP.
Then finally what I would do is add a rule to your .htaccess file so that any page access to a page with an .asp extension is converted to .php
