Trying to turn off shipping temporary due to ups changes however UN-checking ups for both domestic and international and hitting submit doesn't seem to be sticking, go back in to check and they both are selected, what gives?

We found a problem recently where if a shipping option is at the bottom of the list then unchecking it doesn't do anything and this sounds similar to what you are seeing. Could you try the updater and see if that works?
The latest API for UPS is included in the updater and there are instructions on the shipping admin -> UPS admin page as to how to get the new oAuth credentials.

Hi I finally was able to get all the credentials updated for the App API, however the site is still not saving the new data and the old info shows in the USP admin. It seems to be a issue in other areas of the admin with not saving the new data. I've updated my profile to receive notifications of reply from ect please help so I can go back to doing retirement stuff

Is this to do with caching by any chance? Are you able to look directly in the database to see if the values change there?

Update*** Just checked in phpmyadamin and its writing to the database however the ups admin screen shows the old info IT WAS A CACHING PROBLEM I tried in a different browser and shipping is working now.

But as you are probably aware, caching isn't going to go well on a dynamic ecommerce site so you need to get your host to sort this out for you and remove all caching. Sometimes there are control panel settings for this.
