When I enable Avalara I receive the following error with both recording and disable recording:

"Invalid or missing state/province code ()."

How can I go about troubleshooting this to see what is submitted?

Hi, in you admin Main Settings > Store Settings, turn on Enable XML / JSON request Logging:
Then try a test order and in your Activity log, you will see the send, and response.
