Getting an error trying to setup Authorize.net AIM. When I got to checkout I get the following error:

Error, couldn't connect to https://apitest.authorize.net/xml/v1/request.api (-2147012739).
An error occurred in the secure channel support

I have confirmed the settings are correct for the Login ID and Key. There are no firewall restrictions blocking access. What can cause his and how do I fix it?
