Almost everywhere I shop now adds a 2-3% credit card processing fee to my purchase.
Is there a way to do that in ECT?
I'm thinking about adding such a fee to my cart.

Yea, most consumers hate that and you don't see it much in ecommerce, but if you want to do it, it's easy...
Just add a handling charge in Main Settings > Shipping and Handling Settings > Handling Charge (Percentage):
