I have a supplier for one of my websites that if the "wholesale price" total is under $25.00, I get a $5.00 handling charge.

So if someone buys something that costs me $19.40 to fulfill, my cost goes to $24.40.

I don't want to adjust my prices to cover the $5.00 charge on all my smaller items as that will price me out of the market. If I add a $5.00 handling charge in the main settings, it will impact every order (which may not be the worst thing), but it might cost me a $100 sale.

Is there a way to only charge the handling fee on orders totaling less than a certain dollar figure?

You can do that, then use the handling exempt exemption for the products you don't want the $5.00 handling charge applied to.
