We've got a site that's been dormant for a few years. It's version 6.5.4 and not mobile friendly. We're considering reviving it and I'm wondering about the best way to go about it. I'm wanting to switch to a phone-friendly template for sure so does this mean I need to start from scratch? Can I use the existing database?

Hi DavidX
Even if you have a completely new installation you can still use the database from the old site. Just make sure you keep the vsadmin/db_conn_open.asp file from the old site and after copying the new files, just run the updatestore.asp script from the updater in the site to make sure the database is on the current version.
