Is anything experiencing Moneris Checkout Issue?

My customers are experiencing this

I can reproduce the issue. I called Moneris and they had me verify that the gateway is working by using the online gateway to process a $1 transaction.
I contacted my hosting company and they are not quite sure what to do. I asked them to verify there is no communication pathway issue between IIS and that moneris gateway. They are checking.

But i want to ask if anyone is getting this issue? Last successful transaction using Moneris was 2 days ago on the 18th

I am now trying Paypal and transactions seem to go through, however when return back to the site after successful payments, users are experiencing this

It is the same error code as the Moneris issue
Error, couldn't connect to https://www.paypal.com/cgi-bin/webscr (-2147012721).<br>A security error occurred

I have been talking to Moneris and they told me nothing is wrong on their side and no updates have been made.
I have been talking to my hosting companies and they said TLS1.2 is allowed and that they can get to all the Moneris Checkout gateways

Doing a deeper dive, I was wrong. Only the "Old" paypal (PayPal Payments Standard DEPRECATED) worked for any tranactions, but with error bouncing back to the site.

If i am using the new Paypal Checkout, I get this error on check

I went back to payment processors to try to setup paypal account. I was able to connect:

But after that, it displays this error when i went back to ECS paypal setup

Latest update from hosting company.

It looks is the ciphers issue, we have tested on a Windows 2016 with the following ciphers and it work. It appear both Moneris and Paypal did update their accepted ciphers. But those ciphers so far cannot install on the Windows 2012 server with is your site is on. We currently did not have a Windows 2016 hosting server on a production. Since Windows hosting is kind of face out on the market.

Any ideas?
